Help me find a way, please...

I don't know exactly how to contribute my blog, the diary of a dead moth to "Blog reviews" section so that I may come across others' opinions about my blog. When I move over there, it shows "Post new topic". When I click on it, the same problem persists,

"Please do not ask for reviews of your blog here. You may do that in the blog reviews section.

Help me get rid of this troubleshoot. Something is wrong somewhere...
