Need help with html coding for template

Hi all, I'm Roohani and my blog is called A Piscean's Perspective.

In my template, there are four tabs - Home, About, Contact, FAQ

But they arent linked to the home page or about me or anything, and I don't know how to link them and make them work.

Also, when I open my blog through Google Chrome or Mozilla Firefox, the template appears completely fine, but when I do so through Internet Explorer, there is a huge gap between the header and the first post, and there are links to Home, About, Contact and FAQ (clicking on them redirects back to homepage).

Please help me with this.
