please tell me the difference and how to vote for other bloggers

Both are the same.
You can't vote for bloggers. You can only vote for the posts they submitted on IndiVine.
Go to IndiVine http://www.indiblogger.in/indivine.php
Click the 'View Post to Promote' button. The button changes to 'Promote this post' and the post opens in a new tab.
Read the post. If you liked it, click the 'Promote this post' button.
