Blackmarketing is another form of corruption ? Debate

The most significant part of Indian economy which is highly dependent on agricultural produce has been exploited by traders.  The farmers and consumers suffer in the bargain. Invariable it has been observed prices of commodities shoot up after the election causing immense hardship to middle class.  In some commodities such as pulses, oil, vegetables the price rise is more than 50% of their cost price.  It is basically because of hoarding when excess production is observed an artificial shortage is created.  If a mechanism is devised to monitor the cost price to the traders and selling price to consumer, if it is more than 25%, it should be treated as blackmarketing.  What do feel guys
