Can anyone tell me What is Windows Trouble Remover???

Friends last night my friend have received an message on his windows XP pc abt some "Windows Trouble Remover". Both of us tried to solve the problem but we were unable to solve the problem. I have also Googled this problem but didnt got any result. I have neither got any key or any way to remove the message. Actually when the computer starts it automatically starts and disables all the applications which one computer needs. It blocks task manager, msconfig etc.     Atlast I have formated the PC. Till now I didnt got the reason why did this happened.??? So friends plz tell me what is this error and How to remove this error. Do tell me...
