What is happening?

I am new here so I have no idea whether I should even post this here or not. 

The thing is that, yesterday evening, I was exploring IndiBlogger (about the same time the hailstorm cam in Delhi) and then suddenly everything stopped working. I thought it was a problem in my connection, so I doubled checked everything and found that I was able to open almost all of the websites except this one. I was going mad by this time. I just thought maybe this site was down. But did a test, and found this was alive. I then used a proxy website, and was able to get to this site. However, I didn't really wanted to sign in through the proxy website, they're not safe. 

After all this, I tried to login through my mobile phone. And I was able to login. I am now posting this through my mobile connection only. I've got no idea what's going on.

But I believe that if I am able to open up this thing through my mobile phone connected to the PC, then I think the problem is with the ISP (MTNL is that helps). 

Has anyone experinced such thing before? 

Any help would be appreciable. I was just starting to get addicted to this site, and this happend.
